交友App背后的营运商，表面上是手续齐全的网络科技公司，实际是打着婚恋交友的旗号，骗人充值敛财。

这个公司开发运营了40多款婚恋交友涉诈App，虽然名字各不相同，但套路完全一致。以恋爱结婚为诱饵，以见面约会为由，诱导持续充值。涉案资金3.6亿。

瞄准中老年单身男性，交友结婚的迫切需求，利用大数据精准将广告推送给目标人群，通过低俗广告吸引用户下载。

This company developed and operated more than 40 dating apps involved in fraud. Although the names were different, the tactics were exactly the same. They used love and marriage as bait, and meeting and dating as a pretext, to induce continuous top-ups. The amount of money involved in the case reached 360 million yuan. 

Targeting middle-aged and elderly single men with an urgent need for dating and marriage, they used big data to precisely push advertisements to the target group, attracting users to download the apps through vulgar advertisements.

该平台是公司化运作的架构，其核心成员21人，下设运营、法务、客服等6个部门。

运营部负责招募女聊手，制定详细培训手册，打造人设、诱导充值。

客服部专门处理被害人投诉，用“系统维护”“账号异常”等理由拖延时间。

法务部则专门研究法律条文的漏洞，给被害人“洗脑”。

该团伙每月向招募的女聊手支付5000元底薪加提成。诈骗所得由平台与“女聊手”按6∶4分成。

女聊手中，七成是已婚妇女、无业人员，被高额提成诱惑沦为诈骗工具。

女聊手们，经过了“团长”所精心培训的“话术指南”，每一步都是建立在精准把控被害人心理节奏基础上。

女聊手们会根据被害人的职业特点和喜好，来虚构她自己的人设，实行精准诈骗。

女聊手为了多赚取提成，会伪装多个虚假身份，同时与多名被害人聊天。

This platform operates under a corporate structure, with 21 core members and six departments including operations, legal affairs, and customer service. 

The operations department is responsible for recruiting female chat operators, developing detailed training manuals, creating fake personas, and inducing victims to top up their accounts. 

The customer service department handles victim complaints, using excuses such as "system maintenance" and "account abnormalities" to stall for time.

The legal department specializes in exploiting loopholes in legal regulations and "brainwashing" victims. 

The group pays recruited female chat operators a monthly base salary of 5,000 yuan plus commission.  The fraudulent proceeds are split between the platform and the "female chat operators" at a 6:4 ratio. 

Seventy percent of the female chat operators are married women and unemployed individuals, lured by high commissions into becoming tools of fraud. 

The female chat operators, after receiving meticulous training from their "team leader" on "communication techniques," base every step on precisely controlling the victim's psychological state. 

The female chat operators create fictional personas based on the victim's profession and preferences to carry out targeted fraud. 

To earn more commission, the female chat operators create multiple fake identities and chat with multiple victims simultaneously.

这个平台，专门设置了一个被害人投诉的模块—客服部。避免这些被害人找不到投诉的门道而向公安机关投诉。

若这个被害人确实存在着报警的风险，他们会把聊手应该提成的40%这个资金给女聊手进行扣除，退还给被害人，而平台应得的60%是不予退还被害人的。

为规避风险，平台还设置了30万元的“消费上限”。如果被害人一旦在这个App里面充值超过30万，这个系统就对他进行静默了，就没有女的再和他聊天了。

防止一些比较有钱的被害人不断地往里充钱，从而产生大金额的电诈案件。其目标不是从少数人身上骗取巨额资金，而是从许多人身上骗取小额资金，以获得稳定的收入来源。

This platform has a dedicated module for victim complaints – the customer service department. This is to prevent victims from being unable to find a way to file a complaint and instead reporting to the police. 

If there is a real risk of a victim reporting to the police, they will deduct 40% of the commission that the female chat agent would have received and return it to the victim, while the platform's 60% share will not be refunded. 

To mitigate risk, the platform also sets a "spending limit" of 300,000 yuan. If a victim recharges more than 300,000 yuan on this app, the system will silence them, and no women will chat with them anymore. 

This prevents wealthy victims from continuously depositing money, thus avoiding large-scale online fraud cases. Their goal is not to defraud large amounts from a few people, but to defraud smaller amounts from many people, a steady stream of income.
